Meeting Minutes
Area Agency on Aging for Lincolnland

Call to Order- 12:15 p.m. by Chairperson Joy Paeth. Present/Absent: PSA 01-Grant Nyhammer, 02-Lucia Jones, 03-Barb Eskildsen, 04-Keith Rider, 05-Susan Real, 06-Lynn Niewohner, 07-Donna Bileto, 08-Joy Paeth, 09-Tracy Barczewski, 10-Shana Holmes, 11-John Smith, 12-Joyce Gallagher (absent), and 13-Jon Lavin.

CCP Cost Savings Task Force – Joyce Gallagher

Several state representatives, governor’s office, HFS Medicaid office, IDoA staff, AARP, U of I Chicago, and CCP providers met for the first meeting. Not much of substance occurred, but members were asked to submit their suggestions in writing for the next meeting. The next few meetings are scheduled for September 26, October 17 & November 17. Public hearing sessions will be held later throughout the state. Flexible services needed by non-Medicaid CCP clients are being tested in two small demonstration / pilot programs in the state (in PSAs #3 & 5).

OASAC – Susan Real

Minutes were distributed from the meeting on May 22. Statewide-managed care providers were selected by the state. There will be training statewide when they are ready to start serving clients on Medicaid waiver programs in counties new to MCOs.

LIHEAP – Barb Eskildsen

It served 23,000 fewer people last year. October 1 will probably be the new start date for LIHEAP because it is federally funded and the federal year stating on that date. Income guidelines will increase from 150% of FPL to 200% of FPL.

CCPAC – Shana Holmes

There was a lot of discussion of MCOs and GATA.

n4a – Jon Lavin

Jon was awarded a leadership award by n4a.

Advocacy Committee & Legislative Report – Jon Lavin with Terry Steczo, Maureen Mulhall, and John Carr of Government Strategy Associates

• The rules to create CRP have been withdrawn by IDoA. It is likely that CRP will not be reintroduced until 2019 if then. At that time, it will depend on who is elected as Governor in 2018.
• It would be a good idea to send State legislators that voted for the recent state budget a thank you letter.
• AARP and n4a are making social isolation a major theme for their advocacy.

Other Reports – various people

• The proposed tool for AAAs to monitor the Ombudsman program in their area was distributed. AAAs should review it and send comments to Susan Real at PSA #5.
• The slate of officers for FY2018 is Tracy Barczewski, President; Jon Lavin, Vice-President; Shana Holmes, Secretary; and Barb Eskildsen, Treasurer.
