Minutes of the past meeting presented by Holmes, Secretary. MOTION: Motion to approve the minutes
by Eskildsen and seconded by Barczewski. Motion APPROVED.
Treasurer's Report presented by Eskildsen. MOTION: To accept report as
read. MOTION by Jones and seconded by Hubbard. Motion APPROVED.
Issue- Legislative: Lavin. Discussion: I4A Alerts
are being very helpful in collaborating advocacy efforts.
Issue- OASAC: Real. Discussion: John E. is
IDOA’s representative for OASAC. Level 1 screening/BIP/NWD has
all been discussed. The Adult Day Services will be looked at
within Nursing Home/Hospital structures. A report was produced
to the General Assembly which sited the NWD/BIP program and
little productiveness thus far. NWD will continue to be a part
of OASAC.
Issue- LIHEAP: Hubbard. Discussion: No PIP
program this year. Some utilities are working with former PIP
customers, it will be up to the individual utility companies. No
plans for a summer cooling program at this time. Starting LIHEAP
on September 1, 2016. $148,000,000.00 released in Federal funds,
down $28,000,000.00. LIHEAP has spent $75,000.000.00 to date.
Issue- CCPAC: Barczewski. Discussion:
UAT is on hold. Release of Medicaid funds were discussed. About
60% over Statewide were Medicaid clients, but varies from area
to area how much. The 1115 waiver is not a focused direction.
The DON score hasn’t changed (29), no income guidelines. The
POSSUM survey has been released with CCU’s sending out (response
hasn’t been good).
Issue- N4A Update: Lavin. Discussion: N4A
region 5 meeting in Chicago is on Monday, February 1, 2016. N4A
has a leadership call today at 2:00 p.m. Jon will send updates
about the meeting at a later time. Older Americans Act has
stalled at this time.
Issue- State House Reporter: Mary Henson. Discussion:
An introduction from the Area Agencies on Aging Director’s. Each
AAA discussed the services delivered, loss of persons served or
waiting lists, regional impacts, operations being shortened
through furlough days and staff reductions. Long Term
Care/Ombudsman services have been reduced and making due with
less.
Government Strategies: Steczo & Mulhull.
Discussion: I4A alerts have been sent out since September. State
of the State address from the Governor will be January 27, 2016.
Due to the Legislative calendar, beginning now through March
15th, will be an opportune time to take constituents to their
legislature’s office in order to advocate the need for a budget
and the impact of services in their area.
Issue- Miscellaneous: Discussion:
- a) IDoA/AAA HDM conference call – restoring
the HDM’s funds didn’t restore AAA funds to 100%.
- b) Holmes discussed Jose Jimenez’s visit to SEIAOA which
included SEIAOA Board Executives, and SEIAOA Staff.
