Meeting Minutes
Area Agency on Aging for Lincolnland

Call to Order – President Barbara Eskildsen called the meeting to order at 12:15 p.m.

Roll Call – the following members were present: Grant Nyhammer (01), Walter Meyers (02), Barbara Eskildsen, (03), Joanne Thomas (04), Mike O’Donnell (05), Julie Hubbard (07), Joy Paeth (08) by phone, Tracy Barczewski (09) by phone, Shana Holmes (10), John Smith (11), Jon Lavin (13), and Diane Slezak (13) by phone. A quorum was established. Guests attending: Terry Steczo and Maureen Mulhull.

Minutes of the January 22, 2013 Meeting – Julie Hubbard moved approval; seconded by John Smith. Motion carried.

Treasurer’s Report – The Association reviewed the report from Treasurer Joy Paeth. All AAAs paid dues except AAA 12. Treasurer will send reminder notice. Jon Lavin moved approval; seconded by Walter Meyers. Motion carried.

Legislative Committee Report – Mike O’Donnell invited Barb Eskildsen and Diane Slezak to report on draft language for the adult protective services bill. The following issues need to be addressed: monitoring and oversight roles, access to records, the registry, and funding for appeals and Regional Administering Agencies. Terry Steczo and Maureen Mulhull provided information about other issues including: state pensions, the CCP supplemental appropriation for FY2013, and I4A testimony is support of FY2014 appropriations for the Illinois Department on Aging. Discussion followed.

Federal Budget Update – Jon Lavin reported that President Obama signed the Continuing Resolution passed by Congress, which enacts final appropriations for Older Americans Act programs for FY2013 and cuts federal funding for new Community Care Transition (ACA Section 3026) projects approved by CMS in 2013.

CCPAC Report – Joanne Thomas reported on the February meeting of CCPAC.

Anti-Trust Compliance Program – Barbara Eskildsen reported that Attorney Glen Davis plans to attend the I4A Meeting on May 28, 2013 and present an Anti-Trust Compliance Program.

NAPIS – Harmony Systems – Jon Lavin reported that AgeOptions has contracted for the Harmony System for Aging and Adult Services. AgeOptions plans to move ESP data to the Harmony System.

CDSMP – Jon Lavin invited AAAs to respond to a Survey Monkey on evidence-based healthy aging programs. Barbara Eskildsen noted that the Western Illinois Area Agency on Aging is contracting with a consulting firm to calculate the actual costs of their programs and services, including evidence-based healthy aging programs.

MCO Technical Assistance Grant – Barbara Eskildsen reported on I4A’s application to the Administration for Community Living for targeted technical assistance to build the business capacity of AAAs and align their service capabilities in order to contract with health care entities (e.g., accountable care organizations, managed/integrated care plans, hospitals, health systems) to provide community-based long-term services and supports. Applications are due Friday, March 29th. I4A has requested a letter of support from INCIL – the Illinois Network of Centers for Independent Living.

Managed Care Updates – The following AAAs reported:

Area 13 reported on the implementation of the Integrated Care Program (ICP) Phase II. The BEAM unit at IDoA determines who is assessed. CCUs only bill for the DON and Mini-Mental assessment. Managed Care Organizations do not conduct assessments for Home Delivered Meals. Area 13 plans to develop a Memorandum of Understanding with Managed Care Organizations on home delivered meal assessments.

Area 02 is logging complaints and cataloguing calls and complaints related to managed care demonstration projects.

Area 03 is sending fact sheets to Managed Care Organizations on how to make referrals to services funded under the Area Plan.

Illinois Client Enrollment Service – The Illinois Department of Healthcare and Family Services has separately contracted with Maximus to operate the Illinois Client Enrollment Services Enrollee Helpline. There are two ways clients can enroll with a Managed Care Organization: (1) by calling the Illinois Client Enrollment Broker at 1-877-912-8880 (TTY: 1-866-565-8576), or (2) visiting the Illinois Client Enrollment Broker website.

MMAI Memorandum between Illinois and CMS – Mike O’Donnell reviewed the Memorandum between Illinois and federal CMS for the implementation of the Medicare-Medicaid Alignment Initiative and will submit questions to the Illinois Department of Healthcare and Family Services about the MOU on behalf of I4A.

Strategic Planning Meeting – Barbara Eskildsen proposed an I4A Strategic Planning Meeting to review the mission and vision of I4A, identify transformational issues, and the emerging roles of I4A and Area Agencies on Aging. I4A members agreed to come together for “sharing and visioning” at the I4A Meeting on August 27, 2013.

Adjournment – Jon Lavin moved adjournment at 4:15 p.m.; seconded by Joanne Thomas. Motion carried.
