Meeting Minutes
Area Agency on Aging for Lincolnland
Call to Order - Vice President Barbara Eskildsen called the
meeting to order at 12:30 p.m.
Roll Call - the following members were present: Grant
Nyhammer (01), Lucia Jones (02), Barbara Eskildsen, (03),
Joanne Thomas (04), Mike O'Donnell (05), Julie Hubbard (07),
Joy Paeth (08), Tracy Barczewski (09), Shana Holmes (10),
John Smith (11), and Diane Slezak (13).
Absent: Area 06 and Area 12.
Guests: Terry Steczo and Maureen Mulhull.
Agenda - no written agenda was provided in advance or
presented at the meeting.
Minutes of the May 22, 2012 Meeting - Tracy Barczewski moved
approval; seconded by Lucia Jones. Motion carried.
Treasurer's Report - Joy Paeth reported that she is setting
up a bank account for I4A and has requested a letter from
the IRS verifying I4A's tax exempt status. No action was
required.
Fiscal Cliff - Mike O'Donnell noted that Congress and the
President are likely to take up the extension of the Bush
tax cuts and deficit reduction after the general election.
I4A will promote n4a's call for a balanced approach to
deficit reduction and action to prevent the sequestration of
federal discretionary funding for Older Americans Act
programs.
Adult Protective Services - Diane Slezak alerted I4A the a
report of findings and recommendations prepared by Michael
McCotter, Special Investigator to the Office of the
Inspector General, Illinois Department of Human Services.
Mr. McCotter was appointed by Governor Quinn to review
investigative operations of the Inspector General's Office.
The The Governor's office is exploring alternatives for
improving adult protective services for adults between the
ages of 18 and 59, including expanding the role of the Elder
Abuse and Neglect (ANE) Program. Equip for Equality prepared
written recommendations for strengthening protections for
people with disabilities and opposes the use of the ANE
model. Some AAA directors claimed to have received short
notice of a meeting with the Governor's office and were not
able to attend. Barbara Eskildsen and Diane Slezak will
represent I4a at meetings with the Governor's office on this
issue.
Legislative Committee Report - Government Strategy
Associates Terry Steczo and Maureen Mulhull gave an update
on state administrative rules implementing provisions of the
SMART Act, pension reform, the Health Insurance Exchange,
and the fall veto session. I4A discussed introduced
legislation (HB 6178 and SB 3923) to create the
Pharmaceutical Relief Program Act. Terry Steczo recommended
that I4A send letters to legislators in support of these
bills prior to the election and prior to the first week of
the veto session (November 27-28-29). Mike O'Donnell made a
commitment to do so. Mike reported that he had asked AARP
Illinois and other organizations in the Alliance for Home
and Community Care to support HB 6178 and SB 3923. He
reported that AARP supports the bills and the issue will be
taken up during an Alliance conference call at 3:00 p.m.
today. Mike noted that members of the Alliance are also
calling for a supplemental appropriation of $300 million to
cover the FY2013 budget shortfall for the Community Care
Program. Mike estimates that the cost of the Pharmaceutical
Assistance Relief Program would be about $50 million.
Government Consulting Contract - Lucia Jones moved that I4A
renew its contract with Government Strategy Associates for
the 2013 calendar year on the same terms as 2012 ($35,000
per year, payable at a rate of $8,750 per quarter). The
motion was seconded by Julie Hubbard. Motion carried.
Managed Care - Jon Lavin joined the meeting by conference
phone. I4A discussed the white paper drafted by Jon Lavin on
the role of Area Agencies on Aging in managed care. I4A
identified products and services that could be offered by
Area Agencies on Aging and their network of community-based
agencies, such as the Enhanced Services Program (ESP), home
delivered meals, and respite care. I4A inquired about the
role of Maximus in verifying Medicaid eligibility. I4A
inquired about the process for enrolling members in the
Medicare-Medicaid Alignment Initiative. I4A discussed the
role of Area Agencies on Aging and their Aging and
Disability Center networks in providing firewalls between
case management functions to prevent conflicts of interest.
I4A inquired about the future roles of Care Coordination
Units, future CCU procurement, and monitoring. Jon Lavin
requested written comments by November 5, 2012.
Ad Hoc Committee on ADRC Development - Jon Lavin reported
that Aging Options reviewed AAA area plan exhibits on ADRC
development but found it difficult to identify common
issues. Jon distributed Coordinated Points of Entry
Standards approved by the Illinois Department on Aging,
draft ADRC standards, and draft National Options Counseling
Standards. The ad hoc Committee will initiate a survey
monkey on ADRC networks and seek responses from all AAAs.
NAPIS Options - Diane Slezak reported that AgeOptions
completed a comparison of Harmony Information Systems, Inc.
and Innovative Data Services for their NAPIS reporting
system. Diane distributed copies of the comparison to I4A.
AAAs were giving the opportunity to sign-up for an on-line
demonstration of the Harmony system.
CCPAC Report - Joanne Thomas presented a summary of the most
recent CCPAC Meeting.
