Meeting Minutes
Area Agency on Aging for Lincolnland
Call to Order - President Julie Hubbard called the meeting
to order at 12:15 p.m.
Roll Call - the following members were present: Grant
Nyhammer (01), Lucia West Jones (02), Barbara Eskildsen
(03), Joanne Thomas (04), Mike O'Donnell (05), Julie Hubbard
(07), Joy Paeth (08), Tracy Barczewski (09), Yvonne
DeKnikker (10), John Smith (11), Yolanda Curry (12), and Kim
Blechschmidt (13). Absent: Area 06
Guests attending included Terry Steczo and Maureen Mulhull.
Minutes of the January 24, 2012 Meeting - Lucia West Jones
moved that the minutes be approved. Motion seconded by
Barbara Eskildsen. Motion carried.
Treasurer's Report - Barbara Eskildsen moved approval of the
report. Motion seconded by Joy Paeth. Motion carried.
Tornado Relief - Mike O'Donnell moved that I4A contribute
$500 for rebuilding of the Harrisburg Senior Center. Motion
seconded by Yvonne DeKnikker. Motion carried.
Legislative Committee Report - Government Strategy
Associates Terry Steczo and Maureen gave a legislative
update which focused on Medicaid, pensions, and proposed
legislation affecting older adults and the Area Agencies on
Aging.
Mike O'Donnell urged Area Agencies on Aging to call U.S.
Senators in support of Sen. Sanders' letter requesting a 12%
increase in Older Americans Act funding.
OASAC Report - Grant Nyhammer referred to the OASAC Report
for 2011 published by the Department on Aging.
CCPAC Report - Joy Paeth presented a summary of the April
10, 2012 CCPAC Meeting.
N4A Report - Kim Blechschmidt gave a report for Jon Lavin
regarding changes in the n4a staffing plan, the Center for
Volunteers, the National Center on Transportation, the small
grants initiative, and the Aging Policy Briefing scheduled
for April 16-17, 2012.
Report on 2-1-1 Illinois - Joy Paeth gave a report on a
proposal submitted by PATH to provide for 2-1-1 telephone
access to human services in 83 counties in Illinois.
Providers in Quincy and Peoria may submit separate
proposals. Springfield and the Quad Cities have requested
data. Portions of northeastern Illinois are still open.
NapisPAK Updates - Don Sloan gave a presentation on updates
to NapisPAK via the telephone. He noted new capabilities
including address verification using a Zip+4 Data Base, new
server software called "Efforts to Outcomes," the ability to
generate 200 standardized reports, charts, graphs, and
create customized reports and internal messaging. He
described "Social Solutions" software which is web-based,
generates 300 standard reports, and has 3,000 users. He
described the process for data conversion from NapisPAK to
Efforts to Outcomes. The cost of the NapisPAK upgrade will
increase the cost per seat. The data conversion will cost
$500 to $1,000 per agency. Target date: January 2013.
Discussion followed.
Bylaws - Mike O'Donnell moved acceptance of the bylaws.
Motion seconded by Tracy Barczewski. Motion carried.
White Paper on Redesign - I4A discussed the White Paper and
the Balancing Initiative.
NGA Provision - Karen Kloppe, Attorney with the Illinois
Department on Aging will draft the Department's response to
I4A's request to remove FOIA provisions in the Notification
of Grant Awards with Area Agencies on Aging.
Illinois Council on Aging Meeting - Chris Fulton with the
AAA for Southwestern Illinois attended the most recent
meeting of the Illinois Council on Aging. The issue of AAA
consolidation was not discussed.
OAA Title III-D - I4A discussed options for disseminating
evidence-based health aging programs in Illinois.
LGBT Elders - Joy Paeth described training for the staff of
the AAA for Southwestern Illinois conducted by SAGE on
issues affecting LGBT elders and caregivers. Joy Paeth
recommended SAGE training for other AAAs and home care
workers.
Illinois Cares Rx Termination Notices - Grant Nyhammer
described the improper notice sent to an estimated 6,600
older adults and persons with disabilities who were
dis-enrolled from Illinois Cares Rx, such as, the lack of
date of issue on the letter, and the lack of notice of their
appeal rights. Clients were notified that their income
exceeded the eligibility limits, but HFS did not explain to
them how their incomes were calculated. He called for I4A to
send a letter to the Director of HFS to ensure that clients
receive adequate notice, due process, and a meaningful
opportunity to appeal.
Mike O'Donnell moved that I4A send a letter to HFS Director
Julie Hamos calling for the restoration of benefits to 6,600
persons who were disenrolled from Illinois Cares Rx and
that HFS provide them with proper notice and the opportunity
for a special election period. Motion did not receive a
second.
Lucia West Jones moved that I4A send a letter to HFS
Director Julie Hamos explaining the confusion caused by
prior notices to individuals disenrolled from Illinois
Cares Rx, such as lack of date on the letter and lack of
income calculations, and make recommendations for improving
future notices. Lucia volunteered to write the letter.
Motion seconded by Yvonne DeKnikker. Motion carried.
