Meeting Minutes
Area Agency on Aging for Lincolnland
Call to Order - President Julie Hubbard called the
meeting to order at 12:30 p.m.
Roll Call - the following members were present: Grant
Nyhammer (01), Lucia West Jones (02), Barbara Eskildsen
(03), Joanne Thomas (04), Mike O'Donnell (05), Lynn
Niewohner (06), Julie Hubbard (07), Joy Paeth (08), Tracy
Barczewski (09), Yvonne DeKnikker (10), John Smith (11),
Yolanda Curry (12) by telephone, and Diane Slezak (13).
Guests attending included Terry Steczo and Maureen
Mulhull.
Minutes of the August 23, 2011 Meeting - Barb Eskildsen
moved that the minutes be approved. Motion seconded by
Yvonne DeKnikker. Motion carried.
Treasurer's Report - John Smith moved approval of the
report. Motion seconded by Grant Nyhammer. Motion carried.
Legislative Committee Report - Reporting on behalf of the
Legislative Committee, Mike O'Donnell moved that I4A renew
the contract for government consulting services with
Government Strategy Associates for 2012 in the amount of
$35,000. Lynn Niewohner seconded the motion. Motion carried.
Legislative Briefing - Terry Steczo with Government
Strategy Associates gave a legislative briefing. The
proclamation honoring Illinois Caregivers submitted by I4A
was issued by the Governor. State Representative Lou Lang
will introduce House Resolution 572 honoring Illinois
Caregivers. Senator Crotty will request that the Senate
issue a proclamation honoring Illinois Caregivers. I4A
discussed proposed legislation and Governor's amendatory
vetoes, including: SB 1652 (Smart Grid), HB 1712 (Powers of
Attorney), SB 1313 (Healthcare Benefits Exchange). The
Legislative Committee will prepare a set of principles
regarding SB 1313 for the consideration of I4A.
Freedom of Information Act (FOIA) - I4A discussed an
assurance contained in the Illinois Department on Aging's
Notification of Grant Awards with Area Agencies on Aging
(AAAs), which implies that as grantees of IDOA, AAAs are
subsidiaries of the State and therefore must comply with the
Freedom of Information Act. Grant Nyhammer moved that I4A
ask IDOA to remove the FOIA requirement in NGAs with AAAs
for FY2012 immediately. Motion seconded by Diane Slezak.
Motion carried. Grant will draft a letter for the signature
of I4A President Julie Hubbard asking IDOA to remove the
FOIA assurance and issue new NGAs to AAAs.
Further Discussion on Legislative Issues - I4A discussed
HB 1488 which was enacted (PA 97-0558) which calls for
management systems improvement and single contracts with
state agencies. Working groups have been established to
implement provisions in the law including: single contracts,
technology for payments and reimbursements, and streamlining
systems. Judith Gethner has urged Partners for Human
Services to get involved in these work groups.
I4A discussed the Governor's amendatory veto of HB 1712.
Mike O'Donnell moved that I4A support sustaining the
Governor's amendatory veto during the fall veto session.
Motion seconded by Grant Nyhammer. Motion carried.
I4A discussed the Smart Grid bill (SB1652) and the impact
of higher utility rates on older adults. Lynn Niewohner
moved that I4A oppose SB 1652. Diane Slezak seconded the
motion. Motion carried.
CCPAC Report - I4A representative John Smith reported
that CCPAC discussed the "clean-up" of the CCP master data
base, and integrated care for Medicaid clients in DuPage,
Lake, Kane, Will, and portions of suburban Cook County. John
Smith announced that he would be resigning as I4A's
representative to CCPAC following the December meeting.
OASAC Report - No report.
Sid Granet Award - Lucia West Jones nominated Jan Stille,
retired Executive Director, Western Illinois Area Agency on
Aging to receive the Sid Granet Aging Network Achievement
Award for 2011 at the Governor's Conference on Aging. Motion
seconded by Lynn Niewohner. Motion carried.
Home Delivered Meal Assessments - Jamie Hirsch-White with
the Chicago Department of Family & Support Services/ Area
Agency on Aging posed an inquiry to IDOA regarding policies
and practices of Area Agencies on Aging in Illinois for
conducting assessments, re-assessments, and follow-up for
home delivered meals. It was noted that IDOA will not pay
CCUs for monitoring, follow-up, and reassessments for
clients who use home delivered meals only. Discussion
followed.
Intrastate Funding Formula - I4A members discussed IDOA's
call for AAA input on the review of the Intrastate Funding
Formula. Some I4A members noted that the IFF assigns a 25%
weight to the greatest economic need factor. However the
American Community Survey does not provide poverty data that
is consistently available statewide. They recommended
contacting Suzanne Ebetsch at DCEO about this issue. Others
noted that the limited English speaking population 60+
currently exceeds 5% of the older population statewide. An
IFF task force was suggested. Others asked about the status
of AoA's contract with the Bureau of the Census to produce a
special tabulation of 60+ Census data.
NapisPak - Area 13 noted technical problems and software
issue with NapisPak. Other AAAs using NapisPak agreed to
send their technical problem statements to Julie Hubbard.
Letter to IDOA Director - The I4A President will send a
letter of congratulations and welcome to newly appointed
IDOA Director John Holton.
Meeting with IDOA Representatives - the business meeting
was recessed at 4:00 p.m. to allow time for a meeting with
IDOA Deputy Director Mary Killough and Betsy Creamer with
the Bureau of Community Operations. Mary Killough presented
a proposal to separate the eligibility determination
function from case management and assign the responsibility
for eligibility determination to Area Agencies on Aging.
