Meeting Minutes
Area Agency on Aging for Lincolnland

Call to Order - I4A President Julie Hubbard called the meeting to order at 12:15 p.m.

Roll Call - the following persons attended: Janet Williams (01) via telephone, Walter Meyers (02), Jan Stille (03), Joanne Thomas (04), Mike O'Donnell (05), Lynn Niewohner (06), Julie Hubbard (07), Wilma Schmitz and Kim Drewery (08),Yvonne DeKnikker (10), and Anne Posner (13). A quorum was established.

Minutes of the I4A Meeting of November 2, 2010 - The minutes were prepared and presented by Mike O'Donnell. Lynn Niewohner moved approval; seconded by Walt Meyers. Motion carried.

Treasurer's Report - The report was presented by Treasurer Lynn Niewohner. Walt Meyers moved approval of the Treasurer's Report; seconded by Jan Stille. Motion carried.

Administrative Rules for Financial Exploitation Training by Financial Institutions - Mike O'Donnell moved that I4A adopt the comments submitted by AgeOptions regarding proposed Administrative Rules for HB 3267 and that the I4A President send comments to the attention of Karen Alice Kloppe at the Illinois Department on Aging. Seconded by Yvonne DeKnikker. Motion carried.

Legislative Update - Terry Steczo and Maureen Mulhull, consultants with Government Strategy Associates reported on efforts to restructure the State's debt (SB 3), the provider tax (SB 3088), free rides for seniors (HB 3778) and the Medicaid Reform Bill, which was signed into law today. The Governor's budget address has been scheduled for February 16, 2011. Terry and Maureen reviewed the legislative calendars for the House and Senate and urged I4A members to connect with state legislators during recess week March 21-25, 2011.

Report from the Legislative Committee - Mike O'Donnell reported that Legislative Committee conference calls will be held every Monday morning at 9:00 a.m. during the spring session. The Legislative Committee is planning an I4A Advocacy Training beginning in the late afternoon of Monday, May 23 and continuing the morning of Tuesday, May 24 at the Northfield Center in Springfield. Julie Hubbard has reserved the meeting space and a block of rooms at the hotel. On Tuesday morning Terry Steczo and Maureen Mulhull will present tips on effective advocacy and later that morning advocates will have the opportunity to visit Members of the Illinois House and Senate at the Capitol. The Committee will plan the program, arrange for speakers, and prepare a draft notice and registration form for presentation at the I4A meeting on March 22, 2011.

Resolution on Authorized Signatures - Treasurer Lynn Niewohner presented a resolution in writing, containing the names of officers authorized to sign checks on behalf of the Association. Wilma Schmitz moved adoption of the resolution. Seconded by Mike O'Donnell. Motion carried.

Area Plans for FY2012-2014 - Members discussed the proposed statewide issue for the next 3-year Area Plans: Aging and Disability Resource Centers (ADRCs)/Coordinated Points of Entry (CPoEs).

Health Care Fraud - Julie Hubbard introduced Special Agent Kirk Staats from the Springfield Division of the FBI, which covers Illinois counties south of Interstate 80. Special Agent Staats described the role of the FBI on the Illinois State Police Task Force on Health Care Fraud. Anne Posner described the role of Area Agencies on Aging in the Senior Medicare Patrol.

Bylaws Committee - Joanne Thomas, Chairperson of the Bylaws Committee gave a report. Members proposed refinements to the article describing the purpose of the Association to reflect its designation as a "social welfare organization" under Section 501 (c) (4) of the IRS code. Joanne will send members proposed amendments to the bylaws 30 days in advance of the meeting when a vote on the bylaws can be scheduled. Approval requires a vote by two-thirds of the members.

NAPISPAC - Members discussed the need for training to address missing information. Members agreed that IDOA should contact Innovative Data Systems to arrange a NAPISPAC training for Area Agencies on Aging.
