Meeting Minutes
Area Agency on Aging for Lincolnland
Call to Order - I4A President Julie Hubbard called the meeting to
order at 12:15 p.m.
Roll Call - the following persons attended: Grant Nyhammer (01),
Walter Meyers (02), Jan Stille (03), Joanne Thomas (04), Mike
O'Donnell (05), Lynn Niewohner (06), Julie Hubbard (07), Yvonne
DeKnikker (10), John Smith (11), Jon Lavin (13). A quorum was established.
SHIP Update - Sandy Leith from the Illinois Department of
Insurance distributed Senior Health Insurance Program packets to the
AAAs. Sandy announced the launch of SHIPtalk - a national website
for state Senior Health Insurance Assistance Programs supported by
the National SHIP Resource Center. Sandy reviewed the functions of
the new NPR reporting system which went into effect 10-1-10. SHIP
sites in Illinois will use NPR to report MIPPA program data. Sandy
is consulting with Betsy Creamer to coordinate NPR and MIPPA
reporting administered by the Illinois Department on Aging. Sandy
reported that the Illinois Department of Insurance is allocating
$1,265 in federal funds per quarter to 175 SHIP sites in Illinois to
cover allowable costs including: computers, mailings, advertising,
travel, meals and room rental. Sandy Leith can be reached at (217)

Legislative Update - Terry Steczo and Maureen Mulhull,
consultants with Government Strategy Associates reported on the
progress of the Department on Aging and the Department of Financial
and Professional Regulation drafting joint rules on financial
exploitation training by financial institutions. They reported on
the fall veto session scheduled to begin on November 4, 2010. They
suggested that the I4A Legislative Committee hold a conference call
after the second week of the veto session. The Governor will be
sworn in on January 10, 2011 and the new 97th General Assembly will
convene January 12, 2011. They recommended that I4A select at least
one substantive bill to support. The deadline for the introduction
of new bills is February 1, 2011. The calendar of the General
Assembly will be determined by the Chicago mayoral primary election
in mid-February. If a run-off election is held in April, then the
General Assembly will adjust their calendars.
MOU with IEMA - Rose Conigilio from the Illinois Department on
Aging and Scott Clarke with the American Red Cross discussed the
need for Area Agencies on Aging to provide mutual aid and support in
the event of a catastrophic disaster. They proposed that AAAs be
part of a state response team. The state would provide coverage for
Worker's Compensation Insurance, lodging, and training. Discussion
with AAAs addressed several issues, including: information and
assistance services, coordination with local I&A providers, CCUs,
Senior Centers, senior nutrition programs, emergency shelters, long
term care facilities, communications, authorization of emergency
gap-filling funds to help seniors with special needs, lack cash
reserves, and the need for "back-fill" replacement staff. Rose and
Scott made a commitment to disseminate a draft MOU to the AAAs on
mutual aid. This issue will be discussed at the next I4A meeting in
January. Rose will send out a template MOU to all AAAs. The MOU will
address state coverage for AAA costs in case of a catastrophic
disaster.
Minutes of the I4A Meeting of August 24, 2010
- The minutes were
prepared and presented by Mike O'Donnell. John Smith moved approval;
seconded by Jan Stille. Motion carried.
Treasurer's Report - The report was presented by Treasurer Lynn
Niewohner. Jan Stille moved approval of the Treasurer's Report;
seconded by Walter Meyers. Motion carried.
Report on the n4a Forum on the OAA and the ACA
- Jon Lavin
presented a summary of the Forum on Older Americans Act 2011
Reauthorization and the Affordable Care Act held October 26, 2010 in
Chicago. Seventy persons representing AAAs in federal Region V
attended the Forum. Discussion focused on follow-up activities. Jon
Lavin urged I4A members to attend the n4a Aging Policy Briefing and
Capitol Hill Day April 11-12, 2011 in Washington, DC.
Maturing of Illinois Final Report
- Mike O'Donnell presented a
summary of the final report for "The Maturing of Illinois
Initiative." He thanked AAAs for responding to the survey, providing
the findings from their assessments of 46 participating communities,
and sharing promising practices. He recognized Mandy Schwarzendruber,
AmeriCorps Fellow with the Stevenson Center for Community and
Economic Development at Illinois State University for analyzing the
survey findings and preparing the final report with draft
recommendations. To fulfill the intent of the House and Senate
Resolutions, Mike presented a summary of the report and draft
recommendations to a focus group of senior volunteers with AARP
Illinois on October 25, 2010 in Chicago. He provided their feedback
to I4A. I4A members agreed to review the report and participate in a
conference call on November 19 to discuss the report and
recommendations. Mike O'Donnell volunteered to prepare a preface for
the report to put the findings and recommendations within the
context of current statewide trends, challenges and opportunities.
The I4A President will prepare a cover letter to accompany the
submission of the Maturing of Illinois Report to the Illinois
Department on Aging by December 3, 2010. Mike will submit a request
to the Illinois Council on Aging to present the Maturing of Illinois
Report at their next meeting on December 8, 2010 during the
Governor's Conference on Aging.
CCPAC Report - John Smith presented a summary of the most recent
meeting of Community Care Program Advisory Committee. Discussion
followed. It was noted that medication management could be a budget
issue for FY2012. Mike O'Donnell made a commitment to distribute the
Medication Management Issue White Paper to I4A members.
Bylaws Committee Report - Joanne Thomas presented proposed
amendments to the I4A Bylaws.
Election of Officers - The Nominating Committee presented the
following slate of officers for FY 2011: For President - Julie
Hubbard; for Vice President Jon Lavin; for Treasurer - Lynn
Niewohner; for Secretary - Mike O'Donnell. Jan Stille moved that
nominations for the election of officers be closed; seconded by
Joanne Thomas. Motion carried. Jan Stille moved election of the
slate proposed by the Nominating Committee; seconded by Joanne
Thomas. Motion carried.
Nominations for the 2010 Sid Granet Aging Network Achievement
Award - John Smith nominated Attorney General Lisa Madigan; seconded
by Lynn Niewohner. Motion carried. The Award will be presented to
the Attorney General during the luncheon at the Governor's
Conference on Aging on December 10, 2010 in Chicago.
