Meeting called to order by President Julie Hubbard at 12:20 P.M.
Minutes of October 2009 Meeting: not available and will be sent
out by email to all members.
Treasurer's Report: Presented by Lynn Niewohner. A motion was
made by Jan Stille to accept the report as presented and was
seconded by Lucia West Jones. Motion passed.
ESP Report: Presented by John Smith. A motion was made by Lucia
West Jones to accept the report as presented. Motion was seconded by
Lynn Niewohner. Motion passed. Joy Paeth would like to purchase more
logons for her agency, these must be purchased in sets of 5 so if
anyone would like to partner with Joy on this they should contact
her. There are currently 180 logons.
Census Update: Lucia West Jones discussed the fact that IDOA is
not using the most current information from the census in the
formula for funding AAA's. She would like to find out what data will
be used for funding in the future since the 2010 Census will not use
long forms. What data will IDOA use for future funding decisions?
This question will be asked at the meeting with IDOA tomorrow.
Discussion on Annual Community Surveys that will capture this
information.
Count Me In update: Jon Lavin reported on the efforts of this
group. AgeOption's web page has some information that may be used by
all the Area Agencies for outreach efforts not just those
participating in the Count Me In project. Every person that is
counted in the 2010 Census will bring $12,000 to the state of
Illinois. Census posters were made available to everyone in
attendance.
Discussion:
Fiscal Crisis - Julie Hubbard followed up with OMB. $50 million
has been paid for aging services through October 2009. No NSIP money
has been received by any area agency to date.
Discussion on the FY 2011 Federal Budget. There will be $50
million for IIIB Supportive Services. $52.5 million for IIIE
services (NFCSP and Lifespan Respite) but it is unknown at this time
how this will be split between the two programs. The goals of
Lifespan Respite were reviewed by Julie Hubbard.
NapisPak- Training needs were discussed by Julie Hubbard. The end
of year report had some problems with missing data especially with
poverty level being marked as unknown when the consumer refuses to
give this information. Work is in progress in Indatsys to
provide an option for refused. Training was provided by Indatsys for data entry of consumer information and service
registration but not for administrative retrieval of reports etc.
IDOA will be asked when administrative training will be offered by Indatsys.
Area Plan Format - The following agencies will represent the
association on this:
Staff from PSA 02, PSA 03, PSA 05, PSA 06 and PSA 11
Legislative Committee Report: Presented by Mike O'Donnell. Motion
made by Lynn Niewohner and seconded by Yvonne DeKnikker to accept
the legislative report.
The Governor's Task Force on Nursing Home
Safety. A report on recommendations will be coming out soon.
The Banker's Bill from the last legislative session. Regarding
training and reporting by banks of suspected elder abuse. Making
bank personnel mandatory reporters. Will try to get this
reintroduced.
Interdependence of Generations Task Force Act: A task force to act
as an advisory group will be formed and will require a time
commitment by members of the association. Building on the Promise
of Home and Community-Based Services for Older Adults in Illinois.
This report will be used as the platform for advocacy this
legislative session.
Year of the Engaged Older Adult: Mike O'Donnell asked for the
association's support of this. A motion was made by Jon Lavin and
seconded by Jan Stille to support this. Motion passed.
The legislative committee will meet next week to discuss what work
needs to be done going forward.
Maureen Mulhall and Terry Steczo, government service consultants
were introduced. Mike O'Donnell thanked them for the information
that is being provided on tracking legislation. Mr. Steczo and Ms.
Mulhall discussed their opinion of the financial crisis impact on
legislation in Illinois and the impact of the elections. The need
for advocacy and the best way to advocate by going in person to
speak with legislators. March 29th - April 12 is the spring break
for legislators and would be the optimum time to contact legislators
at their home offices.
Update on n4a: Presented by Jon Lavin. Forums are being held for
input on the amendments to the Older American Act. Director Charles
Johnson and one other representative will be gong to Washington,
D.C. to provide input from Illinois.
Comments and recommendations may also be given via the web site by
anyone interested.
2010 n4a Conference support: The association will purchase an ad
at the same level as the last time the conference was held in
Chicago. Consensus was reached to support this.
General discussion on how all members are coping with no timely
disbursement of state funds.
