Meeting Minutes
Area Agency on Aging for Lincolnland

Attending: Janet Ellis (01), Lucia West Jones (02), Jan Stille (03), Barbara Eskildsen (03), Mike O'Donnell (05), Julie Hubbard (07), John Smith (11), Jon Lavin (13).

Meeting called to order by President Lucia Jones at 12:55 pm.

The ESP management team is John Smith, JoAnne Thomas, Julie Hubbard, and Bruce (Area 13). Funds for ESP need to zero out from I4A and go to IAS.

I4A Profit and Loss statement and Balance Sheet as of 5/21/09 was distributed by Jon Lavin, Treasurer. Motion by Mike O'Donnell, seconded by Janet Ellis that the Treasurer's report be approved pending audit. Passed.

Old Business

Mike O'Donnell, Legislative Committee Chair, gave the committee's report. On the federal level, N4A's e-mails have summarized FY10 budget activity. The Administration on Aging is urging quick spending of the stimulus money. These funds have to go through the Illinois legislative appropriation process. AOA would like the money spent before October 1. They call it "Here today, gone tomorrow."

On the state level, Governor Quinn is a "5" on a 10 point scale of involvement in the budget process with "Blago" being a zero and Thompson a "10." The House doesn't have votes for a tax increase. Budget cuts of 37% and 25% are being discussed.

40% of CCP clients are Medicaid.

ESP report was distributed by John Smith.

VETERANS SERVICE PROGRAM update was given by Lucia West Jones. She had met with Hines VA. IDoA says there will be a phased roll-out. VA says all of Illinois will be covered. They have $2,500 - $4,500 for services. A money management entity is needed. AAA's would get referrals from VA. They see AAA's as the aging network and would have an agreement with us. We could subcontract with CCU's. Administrative costs would be a percentage of the care plan. Meetings with the VA will be needed in the next few months.

POSSIBLE CCP CUTS: Increase DON score eligibility? Make CCP Medicaid clients only? Move to Health Care Plus - a managed care system? Current venders will have to apply for an extension until AWAQ is operative. In order to get certified, vendors would need to go to training at a cost of $350. AAA's would do the pre-certification. IDoA does not plan to pay for the pre-certifications but will pay for QI functions.

NOMINATING COMMITTEE -John Smith, chair, Jan Stille, and Lucia West Jones. A new secretary will be needed as Janet Ellis announced her anticipated retirement.

CPOE STANDARDS - drafts have been developed. Sections on 211 and disaster planning need to be added.

EVIDENCE BASED Heath Promotion Program Workshop will be July 14 in Springfield.
The "Maturing of Illinois" initiative is a good link to the census.

IDoA has $50,849 in HDM funds left from the dietician contract to go to IAS for AAA's. An
e-mail will go to AAA's asking if they want the funds or how they would be used.

John Smith explained how well his CCU had responded to the disaster in Area 11.
